Bring Justice For Leona Who Was Attacked In Her Care Home By Her Carers

Fife Health and Social Care Partnership is under fire after two deeply disturbing incidents involving the abuse of a severely disabled woman were ignored, hidden, and seemingly covered up by the very authorities meant to protect her. Leona is non-verbal, cannot walk, and has no use of her arms. She is entirely dependent on others for every single need. In January 2024, a care worker was witnessed by three colleagues forcibly restraining her arms above her head—something physically impossible for Leona to do herself. This was not an accident or a misunderstanding. This was abuse, plain and simple. Fife Council claimed the matter was being investigated. They claimed the authorities were notified. That was a lie. Thirteen months passed. Nothing happened. Her family finally contacted the police, who found that Leona’s own social worker didn’t even know about the incident. No report was ever made. No safeguarding process was followed. Then, on 18 June 2025, it happened again. Another care worker, during intimate personal care, was rough, aggressive, and verbally abusive—shouting and swearing at Leona. Fife Council’s response? Another vague claim of an investigation. But once again, social work confirmed they had not been informed. No safeguarding referral. No escalation. No accountability. And still, no answers. Leona’s guardians—her mother and sister—have joint legal authority. They have a right under law to be informed. Instead, they were stonewalled. They had to use a neighbour’s Ring doorbell footage to find out who was even on shift. The two carers responsible were not suspended, not even removed—they were simply moved on to care for other vulnerable adults at Keir House in Methil. Those care workers are named as Pamela Linton (January 2024) and Ronald Grierson (June 2025). They were reported to the SSSC and the Care Inspectorate. But Fife Council has allowed this to drag on for over 550 days with no conclusion. Their own policies state safeguarding investigations should be resolved within 45 days. That deadline passed more than a year ago. This is not incompetence. This is neglect. This is silence in the face of abuse. And it is unforgivable. Enough is enough. Fife Council must be held to account. The carers involved must be suspended immediately. All families with loved ones at Keir House deserve answers. The SSSC and Care Inspectorate must intervene now—not later. This is a failure of duty. A failure of humanity. A failure to protect the most vulnerable in our care system. We demand immediate action from Fife Council. No more silence. No more cover-ups. No more excuses.
